Gather close and hush. The candles flicker, the incense curls toward the ceiling, and the tarot deck slaps down the Wheel of Fortune, the Hanged Man and, peeking out from under them, a spreadsheet. The question in the mist tonight: does putting a government's budget on a blockchain actually make it transparent? The crowd has delivered its verdict. Prepare yourselves, mortals. The answer is yes. Mostly. With a few skeptics muttering in the corner.

First, the earthly facts behind the omen. According to the IMF, Guinea-Bissau's blockchain platform for public wages went live in May 2024 as part of its programme with the Fund, and it flags inconsistent salary records, which the IMF presents as a way to surface potential fraud. A World Bank blog from September 2025 is more cautious. It notes that blockchain is often proposed as a fix for weak spending oversight even though people don't always understand how it works, and it recommends linking the technology to existing treasury systems instead of replacing them. Across the ocean, a Congressional Research Service report says the US Treasury's Fiscal Service found benefits in its blockchain pilots but also ran into legal, technical and governance problems. So the spirits are hopeful, and also asking about the paperwork.

Now to the crystal ball, which I'm told now runs on opinion markets on Morfi, where people put real money behind what they believe. "Setuju" sits on the throne at 43% consensus. "Tidak setuju" trails at 29%. Also in the reading: 1 other side. The tally so far is 12 traders and $16,982 staked on the outcome. One caution from the oracle: trading opened less than a day ago, so this prophecy is still damp and could shift before it settles.

Fair warning: what follows is my opinion, read from the leaves at the bottom of my teacup. The crowd is right to want sunlight on public money. But they're crowning the wand and forgetting the wizard. A blockchain doesn't lie, but it records whatever lie it's fed, forever and very efficiently. The real magic is in the audits, the regulators and the institutions that the World Bank keeps quietly pointing at. My colleague Chef Basil Brawl smelled this already in his blockchain budget cook-off, where the skeptics were already sharpening their knives. My prophecy: an immutable ledger with no watchmen is just an immutable record of where the money vanished.

The orb sees a chain of blocks. It does not yet see who is holding the pen.

Here's what to watch as the mist moves. Does the conditional middle ground, the "yes, but with audits" camp, pull conviction away from the plain believers once the novelty wears off? Do more stories like the Guinea-Bissau experiment arrive to back up the faithful, or do more pilot reports turn up hidden snags? The cards are still face down and the market is open. Cross my palm with your conviction and join the market on Morfi before the orb goes cloudy again.
